Philadelphia police have identified the suspect accused of harassing and chasing people near City Hall while wearing a Chucky-style mask as 22-year-old Zymire Hughes.
An arrest warrant is active for Hughes. Police said he may have fled Pennsylvania and has ties to California and Nevada. Authorities are working with the U.S. Marshals Service to locate him.
The incidents occurred over a roughly 15-minute period in the early morning of August 12 near 15th Street and JFK Boulevard. Police said the suspect, wearing a distinctive Chucky doll Halloween-style face mask, approached multiple people, including a female jogger whom he allegedly asked, “Are you ready to die?”
The suspect appeared to film some of the encounters with a cellphone, according to police. There was no indication he was armed.
Philadelphia Police Captain Jason Smith previously said the individual targeted men and women at random in an apparent attempt to scare or antagonize them. Charges under consideration include terroristic threats, harassment, simple assault and related offenses.
